RTT (reduction of working time)

RTT stands for « réduction du temps de travail » (reduction of working time). In the care sector (SAS) and the hospital sector (FHL), it refers to the net annual working time of a full-time employee — the hours actually worked once all the non-worked time guaranteed by the collective agreement is removed.
What is it?
A full-timer’s theoretical working time is 2,920 hours per year (365 days × 8 hours). The agreement deducts every non-worked period, which brings the time actually worked down to roughly 1,570–1,590 hours per year in the SAS sector (and about 1,475 hours in the FHL sector, which is organised differently). This figure is updated each year in the official « RTT (résumé) » sheet published by COPAS.
How it is calculated
Starting from the 2,920 theoretical hours, the following are removed, among others:
- Saturdays and Sundays, and statutory and customary public holidays;
- annual recreational leave;
- the sick-leave provision and continuing training;
- rest and on-call periods (night work, weekend rest, uninterrupted rest, etc.);
- special leave, extraordinary leave and work meetings.
The sum of these deductions gives the net annual working time for the relevant category.
What it is used for
The net annual time is used to set the « monetary value » of an hour or a day: it lets you value a day of leave, a balance to be paid out, or certain supplements. It is not the base monthly salary, which is calculated separately from the points grid (number of points × index point value × weekly hours / 40).
The categories: CSS, ESC, ESI, RAS and FHL
The RTT sheet distinguishes several employer categories within the SAS sector, by type of care provided:
- RAS — Réseaux d’aides et de soins (home care and assistance);
- ESC — Établissements à séjour continu (permanent residential care, e.g. nursing homes);
- ESI — Établissements à séjour intermittent (non-permanent care);
- CSS — Centres semi-stationnaires (semi-residential day-care centres).
Plus the FHL column (hospital sector). Each category has a slightly different net annual working time, because work organisation (schedules, on-call duty, weekends) varies between them.
Who benefits, and under what conditions
The RTT framework applies to any employee covered by the CCT SAS or the CCT FHL. The net time used depends on the employer category and the weekly hours (it is prorated for part-time work).
